O'Sullivan Civil Engineering was founded in 2000 by Frank O'Sullivan, bringing together decades of hands on experience across civil engineering, groundworks and substructure construction. From the outset, the company was built on a straightforward principle: deliver technically complex work to a consistently high standard, on every project, for every client.

Today, O'Sullivan Civil Engineering is one of London's trusted specialist contractors for below ground and substructure works, operating across prime residential, commercial and heritage projects throughout London and the South East

Our history

Frank O’Sullivan established OSCE after many years working as a subcontractor across multiple sectors of the construction industry — from large scale heavy civil engineering to smaller groundwork and RC frame projects. That breadth of experience, across project type and scale, is still reflected in the range of work the company undertakes and the practical judgement our teams bring to every site.

In over 25 years of trading, we have built a portfolio that spans luxury residential basements in The Royal Borough of Kensington and Chelsea, heritage civil engineering at Bevis Marks Synagogue and St Katherines Precinct, and commercial substructure projects across Surrey, Kent, Berkshire and beyond.

How we work

We are regularly appointed as specialist subcontractor for engineers, main contractors and developers, and also work directly for residential clients on high value refurbishment and basement projects.

Our preference is to engage with the client at the earliest practical stage – reviewing drawings, ground conditions and programme to help shape a buildable, cost efficient scheme including any valued engineering solutions we can bring to the project.

Our people

At O’Sullivan Civil Engineering, our workforce is our most important asset. Every site operative holds a CSCS card, and we operate a continuous training and assessment programme that covers both technical skills and health and safety.
